Service Description: The majority of Chelmsford City Council’s administrative area is within the zone of influence (ZoI) for the Essex Coast RAMS. The proposal is for > 100 dwellings and it is anticipated that such development is likely to have a significant effect upon the interest features of Habitat sites [Blackwater Estuary SPA and Ramsar site, Crouch and Roach Estuaries SPA and Ramsar, Foulness SPA and Ramsar Dengie SPA and Ramsar site, and Essex Estuaries SAC] through increased recreational pressure, when considered either alone or in-combination with other plans and projects.
